Community-Based Water Tenure Regimes in

RRI’s common unit of analysis is the Community-Based Water Tenure Regime (CWTR)—defined as “distinguishable set of national-level, government-issued laws and regulations governing situations in which freshwater rights of use and at least either governance or exclusion are held at the community level.”

Different regimes offer varying degrees of tenure security based on the unique bundle of rights afforded to communities and the women within these communities through each legal framework.
